The Administration for Cyber Security (ACS) under the Ministry of Digital Affairs (MODA) held the "2026 Workshop and Exchange Meeting for Information and Cybersecurity Officers" today (July 16). The ACS stated that this year's event expanded its invitation to include information and cybersecurity officers from the Office of the President, the National Security Council, the Legislative Yuan, the Judicial Yuan, the Examination Yuan, the Control Yuan, and specific non-government agencies. The meeting focused on cybersecurity topics such as proactive empowerment in cyber defense, as well as the opportunities and challenges in the post-quantum information era, aiming to strengthen the national cybersecurity joint defense mechanism through public-private collaboration.
In his opening remarks, MODA Minister Yi-Jing Lin stated that in the face of rapidly evolving international situations and digital threats, President Lai promulgated the National Cybersecurity Strategy last year. The strategy clearly outlines three major objectives: "strengthening whole-of-society cybersecurity defense resilience," "enriching the cybersecurity industrial ecosystem," and "building defense technologies for emerging tech," aiming to comprehensively enhance Taiwan's digital resilience. MODA is also actively promoting the amendment of the Cybersecurity Management Act. By refining legal frameworks and governance mechanisms, MODA seeks to establish a more robust cybersecurity architecture, making cybersecurity the most trusted shared foundation for the government and society.
Minister Lin pointed out that Taiwan serves as a "premier honeypot" for the free and democratic world. Due to its unique geopolitical position, Taiwan faces over 2.6 million cyberattacks daily. While this poses a severe challenge, it has also allowed Taiwan to accumulate irreplaceable real-world experience in cyber offense and defense. These massive attack datasets serve as invaluable educational materials, enabling us to grasp the latest threats earlier and verify protection technologies faster. Consequently, Taiwan is no longer merely a passive recipient of threats, but has further evolved into an indispensable "cybersecurity expert" among global democratic partnerships. In light of emerging challenges such as the rapid development of AI, potential risks associated with new types of applications, and post-quantum cryptography, no single agency can tackle all threats alone. MODA will continue to deepen inter-agency, cross-disciplinary, and public-private cooperation to establish more real-time threat intelligence sharing, working collaboratively across public and private sectors to safeguard Taiwan's cybersecurity.
In addition to the ACS outlining its current "Key Priorities for Cybersecurity Implementation," the workshop agenda featured Trend Micro Taiwan and Hong Kong General Manager, who shared new cybersecurity paradigms from a practical perspective, guiding officers to transition from passive defense to proactive empowerment. Furthermore, to guard against future quantum computers breaking traditional encryption technologies, the meeting invited Director of the Department of Information Management at the Financial Supervisory Commission (FSC), to discuss the opportunities and challenges of the post-quantum information era using the financial industry as a case study, helping government agencies prepare their defense engineering in advance. The meeting also featured experience-sharing sessions by the Financial Information Agency of the Ministry of Finance and the Changhua County Government, both of which demonstrated outstanding performance in the 2025 Cybersecurity Performance Evaluation for Government Agencies. A two-way "Panel Discussion and Exchange of Views" was also conducted to inspire new thinking in cybersecurity protection.
The ACS stated that this workshop brought together the collective efforts of inter-ministerial, public, and private sectors to deepen the cybersecurity joint defense mechanism. Leveraging Taiwan's unique real-world experience and advantages in international cooperation, the government is actively introducing concepts of proactive empowerment and post-quantum defense. By perfecting laws and regulations and refining protection guidelines, Taiwan aims to comprehensively upgrade its technological defense capabilities. It is hoped that all sectors will collaborate publicly and privately, advancing with the times to build the most robust national-level digital shield together.
