In response to emerging threats such as frontier AI lowering attack barriers and accelerating the malicious exploitation of vulnerabilities, the Administration for Cyber Security (ACS) of the Ministry of Digital Affairs has released “Taiwan’s Policy for Addressing Frontier AI Cybersecurity Risks” to promote phased short-, medium-, and long-term strategies, thereby strengthening the cyber defense resilience of government agencies and critical infrastructure.

To address the new cybersecurity risks of frontier AI, the Ministry of Digital Affairs has established the “Task Force on Frontier AI Cybersecurity Risks,” bringing together relevant ministries and agencies,as well as the competent authorities for critical infrastructure sectors, to jointly develop protective strategies. The ACS has also released“Taiwan’s Policy for Addressing Frontier AI Cybersecurity Risks.” With“accelerating cyber defense,” “strengthening ICT product security,” and "enhancing national cyber resilience” as the policy priorities, and building on existing cybersecurity governance and coordinated defense mechanisms, the policy implements short-, medium-, and long-term response strategies to progressively enhance defense capabilities:

Short-Term Strategy — Accelerate Cyber Defense and Reduce Current Exposure: Prioritize refinements to existing mechanisms and the deployment of defensive tools ready for immediate use, shortening the time from cybersecurity vulnerability discovery and impact assessment to remediation.

Medium-Term Strategy — Strengthen ICT Product and Supply Chain Security: Extend the scope of cybersecurity governance to products and supply chains, progressively embedding secure-by-design principles in government procurement, product security, and supplier management.

Long-Term Strategy — Deepen International Cooperation and Build Domestic AI-Enabled Cyber Defense Capabilities: Actively seek access to and use of international frontier AI models, strengthen mechanisms for sharing threat intelligence on critical vulnerabilities and emerging threats, and combine cross-sector collaboration among industry, government, academia, and research  institutions to build Taiwan's domestic AI cybersecurity defense capabilities.

The ACS emphasized that the actual impact of frontier AI on cybersecurity will continue to evolve alongside technological advancements, and the policy focus lies in establishing dynamic response capabilities. In the future, through the “Task Force on Frontier AI Cybersecurity Risks,” the government will continue to integrate the capabilities and resources of various ministries, critical infrastructure providers, industries, and research institutions, to monitor international policy developments and the threat landscape, continuously review and adjust various implementation measures as necessary, and work hand-in-hand with industry, government, academia, and research institutions to jointly build the national digital protection network.
