Smart Government Development Strategy

Taiwan has been promoting a digital government policy since 1996, and in 2019, the goal officially transformed into developing a smart government. The overall vision of the digital government policy has transformed gradually from developing basic internet-based digitization and providing online services to focusing on data- and people-centric governance models. Building on this foundation, the government has further advanced data openness, everyday data applications, technological integration, and trustworthy digital infrastructure, while strengthening inter-agency collaboration to expand convenient public services.In response to rapid global advances in artificial intelligence (AI), the next phase of smart government places AI at its core, guiding ministries and agencies to deepen cross-domain collaboration and integrate operational workflows. It will advance three core goals—convenience, efficiency, and inclusiveness—to deliver people-centered smart government services that are innovative, accessible, inclusive, and sustainable. Strategies for promoting smart government policies are as follows:

  1. Develop Intelligent Citizen Services to Enhance Service Convenience
    Leverage AI and automation technologies across scenarios such as government information and consultation, personalized services, application processing, and immersive service environments. Develop intelligent customer service and consultation, intelligent secretaries, intelligent counters, and intelligent immersive spaces to simplify interactions and application procedures and provide timely, accurate, and convenient government services.
  2. Build Intelligent Administrative Services to Improve Government Efficiency
    Introduce AI and automation tools to develop intelligent IT assistants, intelligent administrative assistants, and intelligent business assistants. These tools will support information system operations and maintenance, document processing, data organization, application review, and decision support, reducing repetitive administrative work and enabling civil servants to focus on policy planning and higher-value tasks.
  3. Complete the Data and Models Required for Intelligent Applications to Strengthen AI Effectiveness
    Establish data fabric frameworks and privacy-enhancing mechanisms, convert government operational data into high-quality AI-ready data, and train and fine-tune AI models according to different operational needs. This will improve data usability and interoperability, enhance model accuracy, and balance the value of data applications with privacy and security.
  4. Create Inclusive Digital Government Services to Foster Equity and Inclusion
    Design government AI services around user needs. Through usability testing, accessibility design, multilingual support, user feedback, and operational performance monitoring, continuously improve interfaces and service processes to ensure that older adults, persons with disabilities, and non-native speakers can access digital services on an equal basis.
  5. Strengthen the Foundational Environment for Government Smart Applications to Enhance Digital Resilience
    Enhance data convergence mechanisms, government backbone networks, AI pilot environments, language models, and shared AI Bots platforms, while advancing AI competency training for civil servants. Strengthen data sharing, privacy protection, network transmission, and related capabilities to provide government agencies with a shared, secure, stable, and resilient environment for developing AI applications.
