Common Government Application Services

To assist government agencies with developing digital services, the Ministry provides basic shared government services including secure data transfer, complete character interchange codes, and circulation-friendly documents as follows:

  1. Government data transfer platform (T-Road)
    To allow government agencies to transfer inter-departmental data required for fully online services safely and reliably, the Ministry has built an exclusive pathway (T-Road) and management platform for cross-agency data transfer, using the Government Service Network (GSN) as the foundation. Ministries first gather data and services at their data center and create their exclusive network segment, which is connected to T-Road after verification. The exclusive network segment is not connected to outside service network segments to ensure security. Moreover, data is only transferred after the department requesting it submits an application according to regulations to, and receives approval from, the department providing it.

    Additionally, to ensure the security and privacy of the data on T-Road, transfers are encrypted with end-to-end Government Certification Authority (GCA) and come with digital signatures and timestamps. The T-Road management platform does not save the transferred data and only keeps transfer records on a blockchain to guarantee non-repudiation and transparency.

  2. The Standard Interchange Code for Chinese Characters (CNS11643)
    To resolve the character code issues stemming from the insufficiency of Chinese characters on personal computers and file exchange, over 105,000 characters and symbols have been collected in the "Master Ideographs Seeker for CNS 11643 Chinese Standard Interchange Code," the functions of which include: Chinese code query, font download, Chinese transcoding, as well as shared character creation set installation, web page user font display, transcoding portal (offers transcoding of various Chinese internal codes, line codes, and CNS11643), and new character application.

  3. Open Document Format (ODF)
    The ODF is a portable, readable, self-describing file type suitable for various operating systems and facilitates long-term document preservation. It became an international standard (ISO/IEC26300) and was widely adopted by countries around the world in 2006. The ODF was adopted as the national standard CNS15251 in 2009. Since 2015, the Taiwan government has continuously promoted the popularization of the ODF and developed various ODF software suites based on the ideals of software equality, digital sovereignty, and sustainable development, hoping to meet everyone’s needs and protect the public’s rights.
