To ensure the connection and identification of telecommunication networks as well as communication access between users, set the "Regulations for Allocating and Governing Telecommunications Numbers" according to Article 69 of the Telecommunications Management Act to govern the categorization, creation, assignment, application eligibility, conditions, management, limitations, adjustments, and retraction of telecommunication numbers. This allows the reasonable and efficient use of all telecommunication numbers.
