The Budget Performance of Digital Infrastructure Projects of the Ministry of Digital Affairs have all Reached the Target of May with 98%

The media released news on June 11th, pointing out that the Ministry of Digital Affairs converted the budget for digital infrastructure as part of public infrastructure, with a total of 280 million NTD, but the performance could be better. The Ministry clarified that the overall implementation rate of the project reached 98% by the end of May, and the progress is in line with expectations.

The Ministry of Digital Affairs pointed out that the "Project for Establishing  Basic Platform to Strengthening Ministerial Data Transmission and Distribution" of the Ministry is jointly implemented by the Ministry of  Digital Affairs, the Ministry of Interior, and other 34 agencies; the budget for this year is 270 million NTD. The Ministry of Digital Affairs checks the implementation progress with relevant agencies weekly and arranges technical experts to assist; up until May, the total budget performance of the project is 98%, with each task item meeting the progress.

As for the accusation on the news that the systems launched by the Ministry of Digital Affairs, from the online registration platform for triple stimulus vouchers to the online vaccination appointment platform, always crashed after their initial launch, the Ministry clarified that this is not true. The online registration platform for triple stimulus vouchers was launched in May 2020, the online vaccination appointment platform was launched in July 2021, while the Ministry of Digital Affairs was established in August 2023.  Therefore, the Ministry hasn't participated in planning and constructing the systems mentioned above. Since its establishment, the Ministry has been actively assisting Ministries in strengthening the operation stability of their online systems. For example, the Ministry participated in the planning and construction of the registration website for Executive Yuan's "Universal Cash for All," as well as providing emergency help to the operation of the E-Invoice system of the Ministry of Finance. Take the "Universal Cash for All" project as an example; after the system went online, the operation was stable, with reports indicating that citizens could complete registration in as fast as 70 seconds without any crashes.

In terms of Combating fraud measures, the Ministry of Digital Affairs is adopting measures to "Prevent Frauds from the source." with measures from applying digital tools to block fraud at the source to minimize contact, developing proactive scanning tools with automated technology to help report high-risk fraudulent advertisements on online platforms. Other measures include promoting the establishment of a rapid takedown mechanism for online platforms, assisting law enforcement by establishing contact channels with Meta and Google for immediate takedowns and coordinating with LINE to actively block the import of ads from external sites. Moreover, the Ministry has been pushing for amendments to the Electronic Signature Act to affirm the effect of electronic and digital signatures and guiding online advertising platform operators to enhance identity verification through electronic signatures, in line with the Executive Yuan's legislative efforts to combat fraud by referencing international legislative examples to strengthen the anti-fraud accountability of online operators. The Ministry of Digital Affairs" is expected to release the  "Anti-Fraud Reporting and Inquiry Platform" in August 2024,  providing the public with immediate access to report or inquire about suspicious online fraud information. Meanwhile, the system will use manual, programming, and AI methods to filter suspicious information, which will then be forwarded to the relevant government or private entities for immediate handling, with the handling progress updated on the inquiry website.

The Ministry of Digital Affairs stated that under Minister Yen-Nun Huang's leadership, the future policies will concentrate on "Combating Fraud," "Enhancing Digital Resilience," and "Developing the Digital Economy," ensuring both security and advancement while promoting nationwide digital transformation.
