Digital Government Program 2.0: Ministry of Digital Affairs Collaborates with Government Agencies to Drive Digital Innovation in Public Governance

The Ministry of Digital Affairs (the MODA) announced that the Digital Government Program 2.0 of Taiwan (2021-2025) has achieved significant results. Regarding government open data, over 55,000 datasets have been released, including registration of transaction prices, real-time electricity usage, and traffic conditions. These data have been utilized in various innovative applications, such as AI-powered medication consultation chatbots using pharmaceutical data, locating lost pets with pet-related data, and predicting marine debris hotspots using meteorological data. 

MODA pointed out that the MyData platform has integrated 83 agencies, offering 136 personal data services. The platform has introduced innovative services such as mobile number identity login authentication and online applications for combining multiple data records, significantly improving application convenience. For example, individuals with disabilities can obtain multiple necessary documents to apply for a special parking permit through the platform. Similarly, citizens can apply for a Police Criminal Record Certificate and pay online via the MyData platform, bypassing in-person procedures. 

MODA stated that in terms of technological innovation services, the government has introduced several measures to benefit the public, such as mobile tax filing by the Ministry of Finance, a one-stop vehicle recycling service by the Ministry of Environment, and a paperless tax bill service for real estate transfer registration by the Ministry of the Interior. The cross-agency data transmission platform, T-Road, has connected 50 agencies with over 130 datasets, processing more than 1.5 million monthly transmissions, significantly enhancing government service efficiency. Meanwhile, the government backbone network blocks an average of 1.3 billion malicious attacks monthly, ensuring network security.

MODA has also assisted local governments in completing 19 digital transformation projects, such as Tainan City’s extensive vehicle cross-agency permit application system and Chiayi County’s high-risk alert care system for solitary older people. Additionally, the MODA has supported the Ministry of Justice in planning the intelligent prison project and assisted the Ministry of the Interior in improving the efficiency of the automated immigration clearance system at Taoyuan International Airport.

MODA emphasized that in international rankings, Taiwan was ranked 9th globally in the 2023 IMD World Digital Competitiveness survey, improving by two places from the previous year, with five indicators ranking first globally. Looking ahead, the MODA will collaborate with various agencies to actively apply AI in digital government services, persistently driving digital innovation to enhance the quality of life for citizens and elevate Taiwan’s position in global digital competitiveness.
