The Ministry of Digital Affairs (the MODA) and Changhua County Government jointly held the 2024 IT Executive Joint Meeting – Second Local Group Meeting on October 18th. With the theme AI-Driven Innovation, Enhancing Digital Services, the meeting invited IT executives from 22 counties and cities and relevant central government agencies to discuss guidelines for applying AI in government and innovative AI applications in the public sector. The aim was to stimulate the creative potential of local governments in digital services through AI-driven public governance innovation.

Changhua County Government's Deputy Magistrate Tien Fu Lin welcomed the MODA and nationwide IT executives to Changhua County Government, encouraging an exchange of experiences and development strategies related to AI initiatives in government. The MODA expressed its anticipation of collaborating with local governments to actively adopt AI  technology, providing easy-to-use and precise digital services for the public. The MODA will release a manual on AI applications in the public sector by the end of this year to assist government agencies in achieving their digital transformation goals through AI. Regarding AI talent cultivation, the MODA also invests resources in various training courses, such as the significant AI applications case studies shared at this meeting, allowing attendees to observe government AI application scenarios and tools.

MODA stated that this meeting's theme focused on Innovative AI Applications in the Public Sector, featuring experts sharing practical applications of AI tools for writing and generating charts. Taipei Veterans General Hospital introduced the adoption of Voice Recognition AI to create nursing records in the medical field automatically. The Land Administration  Department of Yilan County demonstrated the use of AI-Assisted Real Estate Registration Review, which quickly verifies identities and documents to prevent identity theft and document fraud. The MODA's Administration for Digital Industries discussed measures for procuring commercial AI services through joint supply contracts.

Changhua County Government shared its experience in creating an "AI Smart Precision Fire Fighting System" to establish a safety network for the city, introducing how AI technology can safeguard citizens' lives and properties. The next day, attendees visited the Show Chwan Memorial Hospital, Asia's largest remote minimally invasive surgery center, to experience the application of AI in healthcare and the development of medical technologies.

MODA emphasized that with the rapid development of AI technology, both central and local governments need to expand horizontal connections and vertical integration. The annual IT executive joint meetings promote policy initiatives, technological applications, case sharing, and on-site observations, accelerating the integration of AI technology into government operations. Together, the central and local governments aim to utilize AI to achieve the goals of digital transformation and advance toward the vision of a smart government.
