The Ministry of Digital Affairs Promotes Non-geostationary satellite Orbit Emergency Response Network to Strengthen Taiwan’s Emergency Communications Capability
To enhance Taiwan’s emergency response capabilities for disasters, the Ministry of Digital Affairs ( MODA) is actively promoting testing programs for emerging communication networks, including non-geostationary satellite orbit and high-altitude platforms, using a conceptual approach to test diverse heterogeneous response networks. Deputy Minister Yi-Jing Lin led a team to inspect the satellite communication applications at the Taitung County Emergency Operations Center and exchanged insights with the Taitung County Fire Department on applying diverse communication systems for disaster prevention and response. Central and local governments are working together to strengthen Taiwan’s communication resilience.
MODA stated that during major natural disasters and emergencies, regular landline phones, mobile phones, and internet services may be disrupted or damaged, making emergency communications crucial for disaster relief. The Hualien-Taitung area, frequently affected by earthquakes and typhoons, is the critical focus of disaster preparedness for establishing diverse emergencies. During the 2024 Hualien earthquake, the MODA dispatched mobile emergency network vehicles and low-earth orbit satellite equipment to the disaster area to help rescue units establish emergency communications. After the communication capacity is sufficient for the rescue teams, disaster victims can access network resources. When Typhoon Krathon hit Taiwan, the MODA not only prepared satellite communication equipment in advance but also urgently allocated six sets of satellite communication equipment for the command systems at the request of the Kaohsiung, Pingtung, and Hualien County governments.
MODA hopes that by introducing diverse communication technologies, rescue personnel can maintain essential communication in difficult environments, enabling the government to monitor disaster situations and deploy timely relief resources, effectively ensuring the safety of the people in disaster areas. The Ministry will promote the strengthening and innovation of digital infrastructure in correspondence to the evolution of emerging communication technologies and changes in the external environment to ensure the maximum utilization of emerging communication technologies in multiple emergency response scenarios.
