The Ministry of Digital Affairs Continues to Strengthen Digital Resilience and Innovation, Establishing a Trusted Digital Economy Highway Network

The Ministry of Digital Affairs (MODA) held a New Year press conference on February 10th to reflect on last year's key achievements in digital resilience, digital industry development, and combating online fraud. The Ministry also outlined its focus for the coming year, emphasizing the commitment to the "Three Arrows" strategy—enhancing digital resilience, developing the digital economy, and combating online fraud. The ultimate goal is to build a trustworthy digital infrastructure for Taiwan's future.

Over the past year, MODA has significantly progressed in disaster response and critical infrastructure protection. The Ministry successfully installed 773 low-earth orbit (LEO) satellite reception stations at key military, police, and fire department locations across Taiwan. These stations serve as crucial backup communication channels during disasters. Additionally, MODA developed Taiwan's first high-altitude communication balloon, designed to provide domestic network support during emergencies. Another major initiative is developing AI-powered proactive cybersecurity defense technology, which can promptly detect and respond to increasingly sophisticated cyber threats. MODA plans to strengthen Taiwan's emergency communication system further and expand the scope of international and domestic cybersecurity drills to enhance overall digital security resilience.

In terms of the development of the digital economy, Taiwan's AI industry is rapidly expanding, and MODA has been actively supporting its growth in four key areas: computing power, data, talent, and funding. This includes providing AI startups with GPU computing resources, training AI professionals in government and private sectors, and making government data available for AI model training. MODA has also secured an NT$10 billion (approx. USD 320 million) investment from the National Development Fund to support promising domestic AI startups. In the cybersecurity domain, MODA has partnered with TSMC and other industry leaders to develop a cybersecurity standard for semiconductor equipment (SEMI E187), ensuring Taiwan's semiconductor industry remains secure and competitive. In the future, MODA will continue enhancing Taiwan's global digital competitiveness and supporting the digital transformation of industries.

Fighting online fraud remains a top priority for MODA. In 2024, the  Online Fraud Reporting and Inquiry System successfully took down approximately 50,000 fraudulent posts. The Ministry also partnered with financial institutions to establish the "Hawk Eye Anti-Fraud Alliance," using AI technology to block fraudulent financial transactions. Additionally, MODA played a key role in promoting the Anti-Fraud Special Law, which was passed by the Legislative Yuan in 2024. This law introduces real-name verification for online advertisements, requiring major social media platforms to verify advertisers' identities, making it more difficult for scammers to operate. In the coming year, MODA will strengthen cross-agency cooperation, further reduce online fraud risks, and protect the property security of Taiwanese citizens.

The Ministry emphasized that its policies will continue to prioritize public welfare, focusing on digital resilience, cybersecurity, AI industry development, and fraud prevention. By cooperating closely with industries and the public sector, the Ministry aims to create a smart government and lay a solid foundation for Taiwan's digital transformation and future development.
