Inauguration of Taiwan Artificial Intelligence Government Talent Office Marks Key Milestone in Building Trusted Smart Government Services

To accelerate the adoption of artificial intelligence (AI) in public services, the Directorate-General of Personnel Administration and the Ministry of Digital Affairs (MODA) jointly inaugurated the “Taiwan Artificial Intelligence Government Talent Office” on July 22, marking a significant milestone in advancing both AI applications and talent cultivation within Taiwan’s public sector.

The office will serve as a national platform dedicated to cultivating AI talent and supporting the integration of AI into civil service operations. Drawing from MODA’s “AI Industry Talent Guidelines,” the office will provide a reference framework for government agencies to plan and design training programs that clearly define the knowledge, skills, and practical capabilities required for AI-related roles in the public sector. Government agencies can create tiered training programs, select appropriate personnel, and gradually develop a valuable and sustainable talent development system under the guidelines, thereby strengthening the overall AI literacy and application capabilities across Taiwan’s civil service system.

The Ministry emphasized that the office will play a critical role in assisting government agencies in identifying strategic areas where AI can be applied more effectively. It will also work toward establishing a standardized talent framework, built upon the AI industry guidelines, while collaborating with public and private training institutions to expand training capacity. Furthermore, the office will utilize resources from MODA’s “Government AI Application Sandbox” (TryAI Platform) to offer agencies a testing environment with over ten commercial and open-source large language models (LLMs). In addition, the office will establish an “AI Bot Marketplace,” which will compile more than 20 reusable and interoperable AI bots. Inspired by the concept of an app store, this marketplace will enable government agencies to lower development costs and enhance service efficiency, while bringing AI technologies closer to the daily lives of citizens.

The Ministry underscored that by leveraging cross-agency training resources and real-world implementation experience, the office will develop a replicable and scalable model for AI adoption in public services. The goal is to create more innovative and responsive government services that align with public needs, positioning AI as a key digital tool to enhance both governance effectiveness and quality of life.
