MODA Showcases LEO Satellite and 5G O-RAN Equipment to Strengthen Emergency Communications
The Ministry of Digital Affairs (MODA) participated in the "2025 National Disaster Preparedness Day Large-Scale Earthquake Disaster Relief Mobilization Drill" of the Ministry of the Interior (MOI) on September 19. At Yilan Sports Park, MODA showcased its low-earth orbit (LEO) satellite terminal equipment and vehicle-mounted 5G O-RAN mobile base station, demonstrating how diverse communication networks secure stable command, dispatch, and external communications during a disaster. President Lai Ching-te also personally attended the demonstration, accompanied by Deputy Minister of Digital Affairs Yeh Ning.
MODA explained that to bolster the government's emergency communication capabilities, it introduced the SES medium-earth orbit (MEO) and OneWeb LEO satellite systems between 2023 and 2024, completing the deployment of a satellite response network for government command nodes. In addition, in cooperation with the National Communications Commission (NCC) and telecom operators, MODA has deployed 30 vehicle-mounted LEO satellite mobile base stations to support communication needs during disasters.
During Typhoon Danas in July and the torrential downpour on July 28, MODA, operating under the command of the Central Emergency Operation Center, collaborated with the NCC and telecom operators to deploy 28 vehicle-mounted OneWeb satellite mobile base stations to the disaster zones in southern Taiwan, thus effectively supporting communications in the affected areas and demonstrating communications resilience.
For this drill, MODA collaborated with the Telecommunications Technology Center (TTC), Chunghwa Telecom, and Pegatron Corporation to conduct a proof-of-concept (PoC) demonstration, deploying domestically manufactured 5G O-RAN equipment on a mobile base station vehicle to provide emergency telephone services. By combining domestically produced equipment with a multi-layered communication architecture, the feasibility of rapidly restoring basic connectivity during a disaster was validated, thereby boosting both disaster relief and public communication capabilities.
Communication networks serve as the foundation for social functioning and public life, and are also the crucial lifeline for disaster response. Faced with the increasingly severe challenges of extreme weather, MODA will continue to build diverse and heterogeneous communication networks to enhance the stability and resilience of the nation's communication systems, thus ensuring secure and reliable command and control communications during critical moments.
