MODA Partners with Four Local Governments to Showcase Civic Tech Testbed Outcomes, Highlighting Early Intervention and Disaster Preparedness

The Ministry of Digital Affairs (MODA) today (23) held the “Coding the City—Outcomes Showcase and Exchange Forum” to present the phased outcomes of this year’s Civic Tech Taiwan Testbed program. MODA successfully matched civic tech teams with the local governments of Taoyuan, Kaohsiung, Tainan, and Taitung to carry out experimental proof-of-concept work on four public service topics: early childhood intervention, active living and sports-friendly communities, disaster activation systems, and fire service administrative workflows. Through public–private collaboration and the adoption of digital tools, the program enhanced service design and information transparency, while advancing a model of human-centered digital governance.

Deputy Minister Hou further stated that as AI-era technologies evolve rapidly, system development can incorporate an agile development mindset, allowing teams to adjust direction during the test period in response to technological changes and to improve overall project maturity. She also emphasized that the outcomes will uphold the spirit of open source—not only to support continuity beyond the pilot, but also to enable developers to learn, innovate, and help digital infrastructure become a scalable public asset.

MODA noted that while the validated results are currently prototype systems, they have laid a solid foundation for subsequent improvements in local government services. Looking ahead, MODA will continue promoting cross-domain collaboration mechanisms and, in line with open-source principles, will release source code and design outputs to build a problem–solution database. This will help lower the barrier for other cities and counties to adopt similar systems, expand the replicability of solutions, and support ongoing optimization based on local workflows and user feedback—advancing Taiwan toward a more open, resilient, and inclusive smart society.
