Connecting with the World Through Digital Capabilities: Ministry of Digital Affairs and Ministry of Foreign Affairs Hold First Joint Ministerial Meeting to Advance Integrated Diplomacy

Minister Lin Yi-jing of the Ministry of Digital Affairs (MODA) and Minister Lin Chia-lung of the Ministry of Foreign Affairs (MOFA) held their first joint ministerial meeting yesterday (the 20th), reaching several consensuses, including deepening cooperation in the Taiwan–U.S. AI supply chain and assisting allied countries in advancing AI infrastructure. Minister Lin Yi-jing stated that MODA serves as the engine of Taiwan’s digital development and expressed his expectation that, through cooperation with MOFA, Taiwan can extend its digital influence globally and help create a safe and reliable AI supply chain.

He also noted that MODA is not only committed to enhancing domestic digital applications, but also places strong emphasis on strengthening the global competitiveness of Taiwan’s digital industry. Accordingly, he expressed his anticipation that Taiwan will leverage its digital strengths in collaboration with international partners, enabling the country to assume a more influential leadership role in global digital development. For example, MODA has joined forces with SEMI (Semiconductor Equipment and Materials International), TSMC, ITRI, and other partners to launch the SEMI E187 standard for semiconductor equipment cybersecurity. This initiative helps comprehensively strengthen the cybersecurity resilience of the global supply chain while enhancing the international competitiveness of Taiwan’s domestic cybersecurity industry.

Minister Lin Yi-jing stated that, following this round of discussions, MODA will continue to work closely with MOFA to expand Taiwan’s digital influence. Through platforms such as the Taiwan–U.S. Economic Prosperity Partnership Dialogue (EPPD), the two ministries will further advance cooperation in areas including AI talent cultivation, development of a Traditional Chinese corpus for large-scale language model (LLM) applications, and supply chain cybersecurity, building on Taiwan’s digital strengths alongside its diplomatic capacity to jointly establish a new milestone in Taiwan’s digital diplomacy.

Minister Lin Chia-lung responded that, to advance tasks related to integrated diplomacy, he has held executive meetings with several ministries since taking office. The latest meeting with MODA will help the two ministries collaborate to further enhance Taiwan’s position as a digital stronghold, while consolidating, strengthening, and expanding its diplomatic ties through cooperation and investment, moving closer to President Lai Ching-te’s goal of transforming Taiwan into an economic superpower.

In addition to the two ministers, the meeting was attended by Professor Lee Hahn-ming, advisor to the Ministry of Foreign Affairs; Chen Ming-chi, Deputy Minister of Foreign Affairs; Isabel Hou, Deputy Minister of MODA; and relevant executive officers from both ministries. Their presence underscores the government’s strong determination and commitment to advancing interministerial digital diplomacy.
