MODA Announces Policies on the “BOO Project for AI Computing Power Centers” to Accelerate National Digital Infrastructure

Artificial intelligence (AI) has become an integral part of modern life. To ensure Taiwan remains at the forefront of the AI boom, the Ministry of Digital Affairs (MODA) officially announced the “Invitation for Private Participation in the BOO Project for AI Computing Power Centers” on April 15. By adopting a model that encourages private participation, MODA invites companies to invest in building AI computing power centers. This initiative not only represents Taiwan’s first landmark project for digital infrastructure but also shows the government’s commitment to working with the private sector to create a comprehensive computing infrastructure for the nation.

MODA stated that this project includes AI computing power centers as part of the major digital public infrastructures and will be implemented under the BOO (Build-Own-Operate) model. In terms of scale, the applicant’s total investment (excluding the land) must exceed NT$300 million. The private entity also has to carry out the investment and construction using its own land or by leasing existing facilities. In addition, the computing power center must ensure its international competitiveness by achieving a total computing capacity of at least 15 PetaFLOPS (i.e., 15 quadrillion floating-point operations per second) under 32-bit floating-point (FP32) conditions. This level of performance will provide robust support for precision medicine, smart transportation, and various national-level AI technology R&D.

MODA pointed out that the construction of AI computing power centers is essential to public well-being, making this major investment project a matter of public interest. Participating entities should allocate a certain proportion of their computing power for free or at discounts to government agencies and institutions for academic research. This measure is intended to help Taiwanese SMEs access computing power resources at reasonable costs, thereby promoting the transformation and upgrading of the industry. Furthermore, companies are encouraged to provide special offers to local residents or disadvantaged groups, making the benefits of technological progress accessible to all segments of society.

While AI has brought convenience, cyber security remains the utmost priority. Therefore, MODA requires computing power centers to comply with relevant regulations set forth in the Cyber Security Management Act, which includes establishing comprehensive off-site backup and business continuity plans. This requirement ensures the highest level of protection for the nation’s confidential data and infrastructure during any contingencies, strengthening self-reliance and resilience in technology.

The application deadline is 5 p.m. on May 14, 2026. Companies with proven technological achievements and innovation capabilities are cordially invited to submit their proposals.
