The Ministry of Digital Affairs (moda): The ATM Cash Withdrawal Locations for the Distribution of NT$6,000 are Available Online and Welcome Non-Governmental Social Networkers for Application

The moda announced today (29th) that the ATM cash withdrawal channels for the distribution of NT$6,000 will be launched on April 10th, and more than 26,000 ATMs from 15 financial institutions nationwide will be available for the public to withdraw cash 24 hours a day. The moda has made available the “Details of ATM Locations for the Distribution of Cash to Citizens” dataset (https://gov.tw/XEd) on the “Government Open Data,” from which citizens can learn the locations of ATMs and use the coordinates to display the locations on a map. The moda also welcomes non-governmental social networkers to use this open data to develop various maps to make it convenient for people who will use ATMs to withdraw the distributed cash of NT$6,000.

The moda pointed out that during the COVID-19 pandemic in Taiwan, the government released real-time inventory information on the name-based mask rationing system and rapid test kits. Private individuals took the initiative to create “mask maps” and “rapid test kit maps” that display nearby contracted pharmacies and real-time quantities of masks and rapid test kits on a map. This tool helps the public locate the distribution locations for pandemic prevention supplies. Now the moda has compiled information on ATM installation locations and made it available for download on the “Government Open Data.” The dataset has already been downloaded more than a hundred times since its launch, and the moda has already seen private companies such as LINE using the open data to develop related services (https://u.lin.ee/sLXd0AQ/czvn), allowing the public to use their location to find ATMs near them and withdraw the distributed cash. The moda looks forward to more value-added applications in the future.

According to the moda, from April 10th to October 31st, people can bring their ATM card, their national ID card number or resident certificate uniform ID number, their national health insurance (NHI) card number, and that of the recipient under the age of 13 to one of more than 26,000 ATMs of 15 designated financial institutions (including Chunghwa Post). Then they can insert their ATM card into the ATM, and enter their ATM card password, then their national ID card number or resident certificate uniform ID number, and their NHI card number or that of the recipient under the age of 13. They will receive a cash payment of NT$6,000 upon successful transaction. The ATMs will also display a service identification sticker to facilitate identification for people to withdraw cash.

The moda proclaimed that the ATM cash withdrawal channel is available 24 hours a day, so the public can withdraw cash without the need to queue for it. After withdrawing cash, the public should pay attention to how they keep the cash to avoid illegal incidents such as theft or robbery. The moda also once again reminded the public that the government will never notify them to receive the NT$6,000 cash through text messages or emails and that they should never give their national ID card, resident certificate, NHI card, or financial account information to strangers in order to prevent fraudulent withdrawals through identity theft and protect their own rights.

The following 15 financial institutions will cooperate with the general distribution of cash: the Bank of Taiwan, Land Bank of Taiwan, Taiwan Cooperative Bank, First Commercial Bank, Hua Nan Bank, Chang Hwa Bank, Mega International Commercial Bank, Taiwan Business Bank, Cathay United Bank, Taishin International Bank, CTBC Bank, E.SUN Bank, Yuanta Commercial Bank, Bank SinoPac, and Chunghwa Post.
