The program is a key item under “Digital Economy Enhancement” and “Six Core Strategic Industries” (information and digital industries) of the “Digital Nation and Innovative Economic Development Program” (DIGI+, 2017-2025) and works with programs such as the “Next-Gen Technology Application Talent Training Program” under the forward-looking infrastructure policy to consolidate central and local government resources. The program uses Taiwan information and communication industry’s advantages and digital content development capacities, reviews industrial needs, and develops inter-industrial, interdisciplinary, and inter-reality products and services or innovative application service modes, advancing towards the goal of “value-added content” and stimulating industry digital transformation. The three strategies for achieving the program’s major goals include:

1. Enhance the industry development environment: in response to the international trend of interdisciplinary innovative applications and to stimulate the development of smart content-related industries, the Administration will continue to follow latest technologies and their applications, collaborate with different government agencies, and inject innovative application capacities into industries to stimulate industry momentum with innovation and growth and enhance Taiwanese businesses’ international competitiveness.
2. Encourage innovative content application: Consolidate inter-agency and inter-organization resources to build a virtual technology project demonstration and business matchmaking platform, connecting resources of international corporations to improve Taiwanese businesses’ products and services, thus achieving commercial application popularization and stimulating industrial transformation and upgrade.
3. Stimulate content innovation and development: Help small- and medium-enterprises combine emerging technology to develop smart content products or services through subsidies and incentives and guide businesses independently develop integrated applications for relevant industries by promoting interdisciplinary fusion and applications, thus maximizing added value.

With a constant push for the smart content industry’s innovative application development, the program assists Taiwan’s smart content businesses integrate emerging technology in creating industrial applications for value-added content, striving to accelerate the innovation and upgrade of relevant industries and enhancing the overall industrial economic output by creating models and examples.
