Align with the National Development Goals on promoting innovative tech talents, TCA program develops the 3C strategy to facilitate talent circulation worldwide. TCA connects both domestic and international industry, academic and research institutes to participate and advocate for international talent cultivation and exchange as well as to attract more international talents to Taiwan. TCA would also like to help Taiwanese talents to become internationally-integrated and digital savvy. Ultimately, we aim to elevate the Taiwan industry to the global stage through getting more international talents ready in Taiwan.

1. Circulation: TCA launches two international internship programs for Taiwanese talents as well as foreign talents in order to facilitate talent mobility around the world, and to attract more international young professionals to come to Taiwan.
2. Cultivation: TCA creates TCA Academy, an online learning platform, providing digital training resources for international talent. The training content covers from digital skills to soft skills, and from communication to various culture topics.
3. Connection: TCA develops a talent matching platform and hosts job fair event annually to connect international talents to Taiwan industry in order to help the industry find the internationally-integrated talents the industry needs.
