Administration For Digital Industries, Ministry Of Digital Affairs, Dedicated To Establishing A Digital Trust Environment And Releasing Fraud/Scam Prevention Technology

To create a digital trust environment, the Administration for Digital Industry (ADI) and the Ministry of Digital Affairs (MoDA) held the "2023 Taiwan Digital Trust Technologies & Applications Symposium" on October 27, 2023. This symposium is a continuous event connected with the “E-commerce Anti-Fraud” press conference held on 12th June by three major e-commerce associations and associated members. Representatives from the public sector (including The Executive Yuan's Anti-Fraud Office, Taiwan High Prosecutors Office, the National Police Agency of the Ministry of the Interior) and the private sector (including CNRA-Chinese Non-store Retail Association, TiEA-Taiwan Internet and E-commerce Association, TeSA-Taiwan e-commerce & Startup Association, and the FIDO Alliance Taipei Branch) worked together to prevent fraud and scams through public-private collaboration. Moreover, key industry leaders were invited to this event to share their deployment experience in introducing trust technology tools and FIDO (Fast ID Online) in e-commerce solutions, thus driving more participants from e-commerce and third-party payment operators to provide a digital trust environment.

Audrey Tang, the Minister of MoDA, depicted in this activity that as people largely rely on various digital services in their daily lives, such as online shopping, social media, message sharing, and personal data management, there is an urgent need for a safe and trustworthy digital environment. For example, a fast and secure identity recognition mechanism ensures that online identities are not stolen, and effective personal privacy protection measures ensure that unauthorized units or individuals will not abuse personal information. This trustworthy environment allows people to safely participate in various digital activities without worrying about security and privacy issues.

MoDA joined the FIDO Alliance this January to accelerate Taiwan’s cooperation with global governments and enterprises to follow this international standard. In the future, MoDA will also actively demonstrate the characteristics of forward-looking, digitization, and diversified development by participating in discussions and sharing the technical standards and working groups. MoDA wishes to act as the "motor" (moda) of Taiwan's digital development for cross-domain digital transformation, national cybersecurity, and national digital resilience.

MoDA has also started establishing a digital trust environment agenda from the industrial guidance/counseling and technology sides. On the industrial guidance and governance side, MoDA has assisted four domestic e-commerce critical players in integrating FIDO Password-less identity recognition this year. For example, 91App, the largest online store platform in Taiwan, has driven 10,000 well-known channels to use FIDO; Rakuten, the largest C2C online shopping platform, has enabled 30 million customers every month involving the use of FIDO; Eslite, Asia's well-known brand bookstore, has improved the privacy protection of 3.2 million members through FIDO; Hyread, the largest e-book tablet in Taiwan, has alliance with 1,000 online libraries to expand the FIDO ecosystem. These examples have significantly responded to the government policy to create a trustworthy digital environment to protect consumer online shopping and personal privacy security.

On the trusting technology side, MoDA launched "Anti-Fraud Radar", the trust technology tool for e-commerce platforms to actively scan e-commerce products or accounts to generate a high-risk or suspicious list for final review before performing preventive item removal. Such preventive removal can prevent people from accidentally purchasing fraudulent products. In the past three months since the beta version was launched in July, "Anti-Fraud Radar" has assisted platform operators in scanning more than 420,000 products and screened out about 17,000 suspicious products for manual final review to improve platform operators’ verification efficiency.

MoDA hopes to provide a safe online shopping environment by establishing digital trust and trustworthy technology tools so consumers can enjoy a digital life free of fraud. In addition, in response to the rapid changing of fraud and crime patterns, MoDA will further assist the digital industries such as e-commerce, digital assets trade for online games, and third-party payment to block fraud from the source through the development of digital fraud prevention and legal compliance tools, review and assessment of the third-party payment mechanisms, and establishment of a collaborative anti-fraud reporting and prevention mechanism.
