The Ministry of Digital Affairs Launches Upgraded “Data Empowerment for Public Good” Initiative — Dual-Track Support for NGOs/NPOs and Government Agencies

The Ministry of Digital Affairs (MODA) has officially launched the upgraded version of its “Data Empowerment for Public Good” initiative. Applications are now open until October 31, 2025 (noon), inviting non-governmental organizations (NGOs), non-profit organizations (NPOs), social enterprises, cooperatives, social innovation organizations, and government agencies to apply. Selected teams will receive up to eight months of tailored data transformation support, guided by a team of experienced data coaches who will work alongside each organization to develop scenario-based solutions through the practical application of data. The teams that are not selected for the full program will be offered three hours of professional consultation to inspire continued efforts toward digital transformation.

MODA noted that in the face of rapidly evolving global trends in data innovation and application, data has become a key resource for intelligent decision-making, enhancing public services, and expanding social impact. NGOs and NPOs are essential frontline partners in public service, forming the backbone of societal resilience. Through this initiative, MODA aims to strengthen the data capacity of these organizations and support their development through tailored guidance, peer learning, and knowledge exchange. By fostering inclusivity and diversity, the program seeks to build digital resilience within civil society and further expand the reach and effectiveness of public services.

This year’s program features a dual-track approach designed to support both NGOs/NPOs and government agencies. For NGOs and NPOs, the focus is on improving internal operations, enhancing service delivery, and encouraging collaboration across sectors. Coaches provide guidance based on the practical needs of the organizations to accomplish the proof of concept gradually. As for government agencies, the program works directly with participating institutions to identify data challenges arising from policy implementation or public service delivery, and to develop tailored solutions that support innovation in the public sector.

The Ministry emphasized that the 2025 program places more emphasis on hands-on implementation and interdisciplinary collaboration. Every engagement is designed to serve as a milestone in public interest innovation. Looking forward, MODA will continue to bring together cross-sector resources to ensure that data becomes a bridge connecting goodwill and creativity, empowering both civil society and public institutions.
