The Ministry of Digital Affairs Assists Public and Private Sectors in Implementing Digital Equity with a Historical high of 30 Websites Awarded AAA Accessibility Certification

On January 16, 2025, the Ministry of Digital Affairs (MODA) announced that 30 websites, spanning government agencies and private companies, received the highest AAA Accessibility Certification in 2024. This achievement marks a historic record for the most websites certified in a single year. These results highlight Taiwan's dedication to advancing web accessibility policies and showcase the public and private sectors' commitment to providing inclusive digital services.

MODA emphasized that accessible web design is key to optimizing services and an essential step toward achieving digital equity. According to the People with Disabilities Rights Protection Act, all levels of government, affiliated agencies, institutions, and schools must pass accessibility evaluations and obtain certification. To implement digital equity, MODA has actively assisted government agencies in conducting accessibility testing and has provided technical consultation services. To date, over 5,000 government websites have been certified for accessibility. Moreover, the Ministry has collaborated with various ministries to encourage organizations to improve their websites' accessibility, resulting in 526 private sector websites being certified.

MODA explained that government website accessibility design is a cornerstone of global digital equity policies. The goal is to reduce barriers for individuals with disabilities using online services, ensuring everyone can enjoy the convenience of digital tools. The Ministry follows the Web Content Accessibility Guidelines (WCAG) established by the World Wide Web Consortium (W3C) to evaluate government website accessibility, awarding certifications in three levels: A, AA, and AAA. The AAA certification represents the highest level of accessibility, signifying that a website is highly user-friendly, supports assistive technologies, and ensures accessibility for individuals with disabilities, older people, and other digitally disadvantaged groups.

In 2025, the websites that earned the AAA certification include several critical platforms for government information, public services, and financial services. Examples include the Ministry of Culture's Friendly Services Introduction Website, the New Taipei City Government's Online Sign Language Translation System, CPC Corporation's Petrochemical Division website, and several financial platforms such as Taipei Fubon Bank, Cathay Life Insurance, and KGI Bank. These achievements reflect widespread support for accessibility initiatives across Taiwan.

MODA said it will continue providing comprehensive technical support, including accessibility design guidelines, testing tools, and professional consultation services. The Ministry is committed to advancing accessibility in websites and mobile applications, encouraging greater participation from private enterprises and organizations. MODA aims to create a sustainable and inclusive digital society in collaboration with rights groups and stakeholders from all sectors.
