New Minister of Digital Affairs Lin Yi-jing Takes Office, Renews Focus on Four Key Areas to Promote Digital Transformation in Taiwan
The new Minister of Digital Affairs, Lin Yi-jing , officially took office on September 1, 2025. The Minister held a press conference over a tea reception on September 3. Minister Lin states that in the face of intensifying global competition, the Ministry of Digital Affairs (MODA) has focused on four key areas: promoting AI industry development, strengthening cybersecurity resilience, implementing anti-fraud measures, and enhancing digital government infrastructure. MODA has collaborated with industry, academia, and research institutions focused on these four key areas to build an innovative, secure, and citizen-oriented digital nation.
Minister Lin also points out that AI is currently bringing about rapid changes to the global industrial landscape. MODA will therefore continue to leverage five major policy tools, computing power, data, talent, marketing and funding, to build a robust software environment able to help businesses enhance production capacity, promote international collaborations and foster a sustainable software environment. Separately, cybersecurity has also become an important part of national security. MODA will continue to work together with the private cybersecurity industry to enhance the overall protection of government agencies, critical infrastructure, and industry supply chains, improving Taiwan’s overall cybersecurity resilience. Taiwan’s strong cybersecurity software industry is an integral link in the global satellite supply chain. Together with other core industries, such as the semiconductors industry, these industries form an important pillar supporting the democratic supply chain. In the future, MODA will continue promoting the growth of the cybersecurity industry and encourage businesses to participate in building the industry, in order to establish a positive cycle where economic development can be achieved alongside fulfilling social responsibilities.
With regard to the issue of fraud, which has attracted great concern from the public, Minister Lin emphasizes that MODA will continue implementing anti-fraud measures through a three-pronged approach, tackling the issue through legislation, technological measures, and working together with commercial businesses. On the legislative front, anti-fraud legislation has been completed and a real-name registration system for purchasing advertisements has been established. On the technological front, MODA has established the Online Fraud Reporting and Lookup platform, and introduced anonymized phone numbers for delivery services, DNS Response Policy Zones (RPZ), and government-exclusive shortcodes for SMS messages. Finally, MODA has also collaborated with platforms such as Google, Meta, and LINE on the business front, encouraging these companies to play an active role in preventing fraud to improve overall anti-fraud efforts.
In terms of building digital government infrastructure, Minister Lin states that MODA will promote an integrated service platform design focused on services central to people’s lives. Artificial Intelligence (AI) technology will be adopted to improve administrative efficiency, and MODA will continue efforts to develop a “digital credentials wallet”. Digital credentials are not only the foundation of the future digital world, but can also offer selective disclosure functions able to effectively protect the privacy of the public. The universality of these credentials are also expected to help Taiwan’s digital economy operate significantly more efficiently.
Minister Lin finally emphasizes that the innovative developments made by the global high-tech industry, especially by the software industry, come from having a free and competitive private market. MODA’s core mission is to create an environment where Taiwan’s AI, cybersecurity, and information services industry can grow and thrive, allowing the information industry to solve the problems facing society while also contributing significant economic value.
