MODA Strongly Condemns Cyber Violence and Urges All Sectors to Work Together in Protecting Digital Human Rights

In response to recent incidents where Chinese state media used commercial satellite imagery on social media platforms to maliciously disclose the residences and workplaces of Taiwanese public officials, combining this with threatening language in an apparent attempt to intimidate and pressure the individuals concerned, the Ministry of Digital Affairs (MODA) promptly engaged with relevant platforms such as Meta to have the content removed and issued a stern statement today (3rd):

1. Condemn digital coercion:
MODA strongly condemns all forms of “doxing” and “digital coercion.” The act of using commercial satellite imagery to mark private residences has gravely violated personal privacy. Such conduct not only constitutes illegal stalking and harassment, but its intent to create a chilling effect through digital means further poses a severe threat to the security of Taiwan’s democratic society.

2. Demand platforms to implement management measures and proactively address illegal content:
Regarding the circulation of such illegal content on social media, MODA immediately engaged with relevant platforms including Meta. We demand that platforms take immediate action to remove content involving threats to personal safety, in accordance with their "Personal Privacy" and "Anti-Harassment" terms of service. MODA will continue to monitor the progress of these actions to block the spread of inappropriate information.

3. Protect digital rights and combat malicious doxing:
MODA will continue to defend the digital human rights of all citizens. We urge the public to join us in standing against digital coercion and malicious doxing, and to help stop the proliferation of hate speech online.

Fostering a healthy digital environment depends on the shared responsibility of the government, platform operators, and civil society. In the face of challenges posed by cross-border digital intrusions, MODA will continue to leverage administrative coordination and technical cooperation to ensure that every citizen enjoys the safety and protection they deserve within the digital space.
