“Cash for Everyone” Universal Cash Handout: 9.03 Million People Claim NT$10,000 Through MODA’s Stable and Double-Protected Online System
The government’s “Cash for Everyone” initiative of the NT$10,000 universal cash handout ended on April 30 for the general public. The Ministry of Digital Affairs (MODA) stated today (5th) that a total of 9,030,819 people registered online to claim the cash handout, accounting for 38.7% of the total number of recipients. The distribution process went smoothly as the system remained stable throughout the initiative.
MODA pointed out that it drew on the experience gained from the previous NT$6,000 universal cash handout and optimized system design through cross-ministerial cooperation. As a result, MODA improved system efficiency, stability, and information security, thereby successfully completing this large-scale cash handout initiative.
To make the cash claim process faster and more convenient, the system adopted a modular and standardized design, which significantly reduced preparation time and improved operational stability. For data integration, the system incorporated data on household registration, immigration status, health insurance, and newborn records into the payment system. Recipients could claim the cash through five main channels: “direct deposit,” “registered deposit,” “ATM cash withdrawal,” “post office cash withdrawal,” or “remote-area rosters.” Regardless of which channel they chose, the system ensured smooth processing and prevented duplicate claims.
In anticipation of the large influx of users at the start of registration, MODA had implemented a traffic distribution mechanism in advance to effectively avoid website congestion while strengthening anti-hacking measures to assure uninterrupted services. Furthermore, MODA activated double protection for fraud prevention:
First layer of protection: A single official website: All registration and inquiries were handled through the official website (10000.gov.tw) and nowhere else, helping people avoid fraudulent websites.
Second layer of protection: Proactive elimination of fraudulent websites: MODA had pre-registered 110 domain names that can be easily confused with the official website (e.g., 1oooo.gov.com). MODA also conducted automated daily monitoring and promptly blocked suspicious websites when detected to reduce the risk of fraud.
MODA reminded the people that although registration for the general public has closed, newborns born in April are still eligible for the cash handout. Parents are urged to register as soon as possible before the deadline.
MODA emphasized that it will transform this experience into the development of a “basic common platform for government disbursement.” This platform can provide timely support for various subsidies, relief, and stimulus measures in the future, enabling MODA to further enhance the safety and convenience of digital public services.
