During kindergarten enrollment periods, parents must not only keep track of application dates but also prepare the necessary documents proving eligibility. To reduce the inconvenience of preparing documents and making trips to government offices, the Ministry of Digital Affairs (MODA) has partnered with local governments to integrate its Human-Centered Data Use (MyData) Platform with online kindergarten enrollment services. After completing identity verification and providing consent, parents can use MyData to obtain “household registration data for all members of the current household” as documentation for verifying the child’s household registration eligibility. This eliminates the need to apply separately for a paper household registration transcript and allows parents to complete the entire enrollment process online. The service also improves the efficiency of application receipt and review by local governments, thereby reducing the workload of frontline public employees.

When Ms. Yang previously enrolled her child in kindergarten, she found that in-person applications were generally accepted on weekdays, meaning that she had to take time off specifically to apply. Even when applying online, she first had to obtain the relevant supporting documents separately and then photograph and upload them herself, making the process cumbersome. After learning that the county government’s enrollment system had been integrated with MyData, allowing her to obtain household registration data for all members of the current household directly through MyData and complete the entire registration process online, she said, “I used to have to take time off specifically to apply. Now, with MyData, I can complete the application quickly simply by following the instructions, without having to prepare any additional documents. It really saves time and is so convenient!”

MODA stated that integrating MyData into kindergarten enrollment services not only makes the process more convenient for parents but also helps improve administrative efficiency. In Hsinchu County, for example, during previous enrollment periods, staff had to process in-person applications and verify each supporting document individually. If any information was missing or incorrect, parents might have to submit supplementary documents or make another trip to the relevant office. With MyData, personal data provided by government agencies can now be obtained with the applicant’s consent, reducing the need for manual verification and supplementary documentation. This not only spares parents the inconvenience of taking time off to apply and preparing documents but also eases the workload of frontline personnel responsible for processing and reviewing applications, thereby improving the overall efficiency of the enrollment process.

MODA noted that local governments, including Hsinchu County, Changhua County, Yunlin County, and Penghu County, have integrated their kindergarten enrollment services for new students with the MyData Platform to provide convenient digital application services. With “Data Shared by Consent, Obtained with Security” as MyData’s core principle, MODA will continue to work with central and local governments to promote more digital services tailored to the public’s needs.
