Information Managers from 22 Cities and Counties Gather in Yilan: MODA Partners with Local Governments to Accelerate Smart Government

On September 18, the Ministry of Digital Affairs (MODA) and the Yilan County Government jointly held the “2026 Information Manager Joint Conference – Local Group Session,” bringing together information managers from 22 cities and counties across the country in Yilan. The conference, themed “Autonomous and Smart Applications to Enhance Administrative Efficiency,” aimed to promote communication between central and local governments to jointly build a trustworthy and efficient smart government through sharing local AI application case studies, exchanging practical experiences, demonstrating AI tools, and discussing policies.

Wang Cheng-ming, Director of the Department of Digital Service, MODA, stated that the core of advancing smart government lies in “starting from actual operational needs.” In the face of rapid generative AI development, while encouraging innovation, the government must also ensure mechanisms such as data governance, access control, information security, and human review. This will allow AI applications to develop steadily on a trustworthy and manageable foundation, truly helping public servants improve administrative efficiency and service quality.

This joint meeting brought together firsthand experiences from local governments in adopting AI, showcasing a wide range of application scenarios. The Yilan County Government shared “Yilan Smart Cloud - Smart Engine for Public Servants ,” showcasing the practical results of local governments using AI to assist in public servant operations. Taipei City Government shared its strategy and planning for AI agent technology in the public sector in a presentation titled: “Government AI Agent Strategy and Practice: Taking Taipei City Government's CiviClaw as an Example.” Focusing on “City Government AI Infrastructure and Digital Services,” Taoyuan City Government shared its experience in establishing AI infrastructure and service models.

The meeting also included practical demonstrations of generative AI tools, such as business card recognition and management, multimodal RAG question-answering, and AI Agent document comparison, allowing participating information managers to understand specific ways to integrate AI into government operations. At the conference, MODA also promoted several key services, including the “My e-Government Portal,” the 111 Government-Exclusive Shortcode Messages, the Taiwan Digital Identity Wallet (TW DIW), the Entrepreneurship Returning Home Competition, and the Taiwan Sovereign AI Training Corpus, and collected local suggestions and policy issues through a comprehensive discussion session.

MODA stated that the Information Manager Joint Conference serves as an important platform for policy and practical exchanges between central and local governments. Moving forward, it will continue promoting the sharing of digital transformation experiences among cities and counties nationwide, adapting and applying them to local conditions to accelerate the digital transformation and smart government development.
