Minister of Digital Affairs, Audrey Tang, and Representative in Israel, Ms. Li Ya-Ping, visited the headquarters of Chain Reaction, a leading cyber security chip start-up company in Israel, and witnessed the formal signing of a Memorandum of Understanding (MOU) between Taiwan's Industrial Technology Research Institute (ITRI) and Chain Reaction, which will integrate Taiwan's and Israel's strengths in chip, hardware and software. This memorandum will also integrate innovative application research and development to jointly develop cutting-edge chips for full homomorphic encryption, zero-knowledge proof, and other evidence fields, so as to ensure cybersecurity and privacy protection for AI and web3 applications.

Minister Tang stated that, with the arrival of the era of data democratization, both human and machine-generated data are now of great value, and the issue of how to effectively promote the application of public welfare while completely eliminating personal data-related risks has become a priority. The minister further declared that she was pleased to witness the signing of the agreement between ITRI and Chain Reaction to initiate the cooperation.

The Ministry of Digital Affairs (moda) explained that this MOU is part of the Administration for Digital Industries’ Cross-Domain Cyber Security Project, which aims to develop privacy protection technologies to ensure the security of Internet of Things data, and to promote domestic applications and international cooperation.

At present, Taiwanese companies such as EgisTec (security sensor chip design), DeCloak (privacy enhancement software and hardware solutions), and Authme (online identity recognition), as well as academic institutions including Academia Sinica and National Yang Ming Chiao Tung University, will join hands to participate in the follow-up evidence evaluation. It is expected that this cooperation will become a model case of Taiwan–Israel joint investment and an example of the close linkage of the industrial ecosystem.

In addition, Minister Tang met with Pentera, an Israeli cyber security company, on the 29th June to learn about advanced cyber security posture management technologies such as Automated Security Validation, and to discuss, in depth, how to improve digital resilience and control cyber risks.

The modadeclared that AI and cyber security are key global issues. During Minister Tang’s visit to Israel, she had extensive exchanges with the Israeli community and shared the country’s valuable experiences in the field of cyber security and digitalization.
