Participation in International AI Initiatives: Defending Digital Freedom with Democratic Partners
Since becoming an observer of the Freedom Online Coalition (FOC) in 2023, Taiwan has consistently stood at the forefront of defending digital freedom. In 2025, we further advanced this commitment by co-signing three landmark joint statements with global democratic partners, showcasing Taiwan's profound experience and core values in digital governance.
I. Three Core Joint Statements
These three statements address the urgent digital challenges currently facing the global community and outline our firm advocacy:
- Artificial Intelligence and Human Rights: While AI fosters development, its growth must not proceed without appropriate safeguards. We call for the establishment of a human-rights-centric AI governance framework to ensure that technology is utilized to empower humanity rather than to facilitate surveillance or discrimination.
- Protecting Human Rights and Preventing Internet Shutdowns in Times of Armed Conflict: The internet serves as an essential lifeline for modern society. We urge all nations to comply with International Humanitarian Law (IHL) and protect digital communications infrastructure, ensuring that crisis-affected populations can maintain continuous access to vital services and humanitarian assistance.
- Rights-Respecting Digital Public Infrastructure (DPI): DPI serves as the foundational tracks of a digital society. We advocate that the design of DPI must be transparent, inclusive, accountable, and secure in terms of privacy, ensuring that no one is left behind in the digital age.
II. International Cooperation and the Export of Digital Resilience
Through continuous international cooperation, Taiwan is actively sharing its valuable experience in Digital Resilience with the global community. We are committed to working alongside our global partners to counter Digital Authoritarianism, ensuring that everyone can enjoy a secure, equitable, and free digital world.
