International AI Expert Exchange: Exploring AI Governance and Sovereign AI Development
The Ministry actively invites experts from domestic and international industry, government, and academia through in-person forums and online meetings to facilitate in-depth dialogue on AI Governance. The outcomes of these exchanges are publicly disclosed to serve as strategic reference for government agencies and the public in informing future development and policy implementation.
I. International Expert Symposium on "Sovereign AI and Sustainable Development"

- Localization of Open Source Models: Experts Kevin Lee and Professor Tsung-Han Tsai reached a consensus that Taiwan should pursue a path of "Localization of Open Source Models" (such as the TAIDE project). By leveraging continuous fine-tuning and Retrieval-Augmented Generation (RAG) technology, AI can be embedded with Taiwan's unique cultural context while effectively reducing "hallucinations."
- Industrial Defenses and Robust Legal Frameworks: Experts recommended that Taiwan leverage its specialized know-how in the healthcare and manufacturing sectors to establish industrial data defenses. Regarding the legal framework, a "steady and deliberate" (not rushed) approach was advised, aiming to integrate Taiwan's unique culture and values into the global AI ecosystem through regional collaboration.
