I. Seven Core Principles for Government Promotion of AI R&D and Application
The Act confirms that the government, when promoting AI, shall adhere to the following core concepts:
- Sustainable Development and Well-being
- Human Autonomy
- Privacy Protection and Data Governance
- Cyber Security and Safety
- Transparency and Explainability
- Fairness and Non-discrimination
- Accountability
II. Implementation Measures and Social Responsibility
In the process of promoting AI industrialization, the following measures will be concurrently strengthened to ensure social equity and system security:
- Bridging the Digital Divide: Providing appropriate AI education and training.
- Ensuring Safety and Robustness: Establishing rigorous cyber security protections to safeguard system stability.
- Information Transparency and Labeling: Implementing appropriate disclosure or labeling for AI-generated content.
- Environmental Sustainability: Balancing social equity with green sustainable development.
III. Key Pillars of Industrial Promotion
To create an innovative and friendly AI ecosystem, the government will implement the following key supporting measures:
- Budgets, Subsidies, and Incentives: Allocating dedicated AI budgets and providing industrial subsidies and tax incentives.
- Innovative Experimental Environments: Providing friendly sandbox environments to encourage technological breakthroughs.
- Talent and Infrastructure: Promoting domestic and international talent exchange and strengthening digital infrastructure construction.
- Data Governance Mechanisms: Establishing mechanisms for data opening, sharing, and reuse.
IV. Future Implementation Directions
In alignment with the implementation of the Act, the Ministry will actively promote the following tasks:
- Establishing an AI Risk Taxonomy and Assessment Framework: Supporting sectoral competent authorities in risk identification, assessment, and response, and formulating risk-based management regulations.
- Providing AI Evaluation and Verification Tools or Methods: Developing and promoting standards and methods for AI evaluation and verification.
- Establishing Mechanisms for Data Opening, Sharing, and Reuse: Increasing the quality and quantity of data used for AI in Taiwan while upholding the nation's multicultural values.
