To build a fair, open, competitive government purchase environment, ensure reasonable government purchase quality and prices, and increase purchase efficiency and functions, the program establishes the Software Purchase Office to facilitate the revamped purchasing system and procedure from the aspects of technology, product, and market. By setting and promoting product specifications and industry standards, conducting software inspections, and operating platform services and mechanisms, the government is able to purchase software products at appropriate prices and qualities, enhance domestic product quality, facilitate fair competition with foreign products, and ensure reasonable profit, thus stimulating industrial upgrade.
