United Against Fraud: MODA Fraud Reports Top One Million with Three Major Advertising Associations Joining the Anti-Fraud “Good Guy Team”
On July 17, the Administration for Digital Industries (ADI) under the Ministry of Digital Affairs (MODA) announced that the “Fraudbuster Web” has received more than one million fraudulent reports. Through coordinated efforts across inter-ministerial agencies, more than 500,000 scam ads and messages have been successfully taken down, helping block fraudulent content at its source. Meanwhile, The Taiwan anti-fraud team, “Good Guys Team” is also getting even stronger. The Digital Marketing Association (DMA), the Taipei Association of Advertising Agencies (TAAA), and the Media Agency Association (MAA), three of Taiwan’s major advertising industry associations, have jointly established the “Digital Advertising Trust Alliance”, bringing government and industry together to combat online fraud.
Minister Lin Yi-Jin of MODA said that fighting fraud is an ongoing continuous battle between the good guys and the bad guys. Behind every report submitted to the “Fraudbuster Web” are concerned citizens who choose to step up and help fight fraud. “From enthusiastic internet users and corporate partners to celebrities from various fields, people across Taiwan have come together to form our strongest anti-fraud ‘Good Guys Team’ and stand united against fraud,” the Minister said. “Every report can help prevent someone else from becoming the next victim. Anyone who takes the time to report fraudulent content is an important partner in protecting our digital safety.”
The Minister noted that from the platform’s launch through July 16, 2026, eight dedicated citizens have each submitted more than 10,000 reports. At the press conference, MODA publicly invited these eight “anti-scam MVPs” to get in touch with the Ministry so that the Minister can personally express his gratitude and present them with commemorative gifts.
According to the ADI, the “Fraudbuster Web” allows the public to report and check online fraudulent content. These reports are reviewed by the relevant competent authorities, and confirmed fraud content can then be quickly taken down. Since its launch on September 30, 2024, through July 13, 2026, the platform has recorded more than 620,000 website visits, while nearly 70,000 people have downloaded its app. In total, it has received 1,105,170 reports of fraudulent content, of which 542,082 were confirmed as fraudulent. On average, platforms are notified to remove more than 20,000 pieces of fraudulent content every month, effectively helping block fraud content before they can reach more potential victims.
The ADI further explained that since December 2023, it has been conducting "fraud pattern analysis," scanning online advertising platforms for high-risk scam cases and incorporating the results into the “Fraudbuster Web”. Statistics show that as of the end of June 2026, the number of detected high-risk financial and investment ads had fallen from a peak of 77,484 cases per week in 2024 to an average of approximately 388 cases per week in June 2026, a 99% decrease. The number of detected identity impersonation fraud ads also dropped from a peak of 38,139 cases per week in 2024 to an average of around 670 cases per week in June 2026, representing a 98% decrease.
In addition, with support and guidance from the ADI, Taiwan’s three major advertising industry associations have officially launched the “Digital Advertising Trust Alliance,” which will lead nearly 300 companies across the digital advertising industry ecosystem to jointly engage in self-regulatory fraud prevention work. The Alliance will build a joint prevention defense for sharing anti-fraud intelligence, issue industry self-regulation guidelines, and promote a trust mark program. Companies will be encouraged to put internal anti-fraud management mechanisms in place and turn self-regulation into everyday practice, enhancing market trust through the label mark system, allowing advertisers and consumers to identify digital advertising partners with anti-fraud capabilities and social responsibility. Companies from across the upstream, midstream, and downstream segments of the digital advertising industry participated in this press conference, demonstrating the industry’s joint determination to fight fraudulent online advertising and making anti-fraud a core DNA of the online advertising industry.
MODA will continue to improve the “Fraudbuster Web” and work with online social platforms, cybersecurity providers, anti-fraud service providers, and telecom operators to further expand Taiwan’s capacity of digital trust and protection.
