Taiwan-Netherlands Cybersecurity Cooperation Reaches New Milestone

Building on the strong partnership between Taiwan and the Netherlands, Director General Jiunn-Shiow Lin of the Administration for Digital Industries (ADI), Ministry of Digital Affairs, once again led a delegation to the Netherlands from October 5 to 8. The delegation included Wei-Bin Lee, Convenor of the Post-Quantum Cybersecurity Industry Alliance, along with representatives from the Industrial Technology Research Institute (ITRI), the Institute for Information Industry (III), and six Taiwanese cybersecurity companies, participating in Cybersecurity Week in The Hague, as well as the ONE Conference—Europe's most influential cybersecurity event. This visit facilitated the signing of a Memorandum of Understanding (MOU) on chip security certification and a strategic cooperation agreement for industrial collaboration. Through high-level international dialogues and business matchmaking, the visit further established the Netherlands as a strategic hub for Taiwan's cybersecurity industry to expand into Europe.

ADI Director General Lin and Representative Tien Chung-kwang witnessed the signing of a Memorandum of Understanding (MOU) on chip security between III and TrustCB, a leading Dutch cybersecurity certification body. This MOU sets up a joint trial framework between Taiwan’s Security Standards for ICT Product Supply Chains (SSIPS) and the international Security Evaluation Standard for IoT Platforms (SESIP) certification. Both sides will start with trial cases at SESIP Level 1 to see if SSIPS test results can be reused for SESIP certification. This step-by-step approach will help align Taiwanese chip products with international standards, reducing the time and cost needed for global certification.

The delegation once again successfully hosted the Taiwan-Netherlands Industry Cybersecurity Forum as an official side event at the ONE Conference. During the forum, ADI Director General Lin and Security Delta (HSD) Director Joris den Bruinen witnessed ITRI and the Netherlands Organisation for Applied Scientific Research (TNO) sign a strategic cooperation agreement. Building on recent exchange foundations, this agreement aims to promote matchmaking, technical exchange, and joint R&D and support resources between Taiwanese and Dutch enterprises. Six Taiwanese companies—ASRock Industrial, Jmem Tek, Lydsec Digital Technology, PUFsecurity, Synology, and WiSECURE Technologies—joined panel discussions with representatives from NXP Semiconductors, TNO, Keysight, and the Chair of the GlobalPlatform Ecosystem Committee. The discussions focused on chip security, security-by-design principles, and trusted hardware and secure deployment for edge AI. International guests, including the Chief Information Security Officer (CISO) of Dutch Railways, also joined the exchanges to deepen cross-border industry linkages.

To explore long-term collaboration, the delegation exchanged views with Digital Holland, the Municipality of The Hague, and the Brabant Development Agency (BOM) on establishing a regular "Taiwan-Netherlands Cybersecurity and Digital Innovation Cooperation Mechanism." Receiving a positive response from the Dutch side, both parties will continue to explore alignments in demand topics, industry matchmaking, R&D support, and field verification through dedicated contact windows. The delegation also met with representatives from ASML to discuss semiconductor equipment and supply chain cybersecurity, and visited NXP headquarters as well as Keysight's Device Security Lab (formerly Riscure) in Delft, focusing on chip hardware security, post-quantum cryptography (PQC), and advanced security testing technologies. Additionally, one-on-one matchmaking sessions helped Taiwanese companies connect with potential Dutch partners.

Over the years, market expansion efforts in the Netherlands have assisted Lydsec Digital Technology to establish a subsidiary in The Hague. Meanwhile, Turing Space has set up its European headquarters there to expand across Europe using the Netherlands as a hub. Moving forward, ADI will continue to deepen cross-border cooperation within the Taiwan-Netherlands cybersecurity ecosystem, jointly enhancing the global visibility and core competitiveness of Taiwan’s cybersecurity brand.
